direct this question to your local DMV before you pay.
Reply:In Cal. ask the DMV for a form

for the previous owners which

certifiy that the auto was

non-operational. They have

probably done that already so

THEY would not have to pay

fees. You must get it smogged

but I don't think you will have

to pay anything for the non-

operating years...just for the

coming year. Who is "they"?
Reply:Depends on the state that you live in. Some states pay a sales tax, or a wheel tax or a registration fee or you have to pay taxes if it was a gift or so forth and so on. You get the idea
Reply:it's call the goverments way of making money
Reply:it's called a no operational fee
Reply:Registration and tags run around 90$ depending on what state you live in. You also have to pay sales tax on the purchase price. They dont care if it doesnt run or not.
Reply:This more than likely is the sales tax, and the fee to transfer the vehicle to you.
Reply:Since the previous owner did not pay the fee for NON-OPERATIONAL status before fees came due, DMV collected those two years of registrations fees plus penalties.

06/07 FEES AND PENALTIES, and 07/08 FEES AND PENALTIES. Plus taxes bases on the sale price. You can always ask the clerk for a FEE SCREEN and it will show a break down of exactly where all the money went to.
Reply:The registration was not paid during that time and you are being charged for that. Even if a car is not running you have to pay fees yearly. You can pay less if you register it non-operational.
