It really depends on both your area and the context. Slang is always different from area to area until it becomes mainstream. Some of the other answers could certainly be correct, but another possibility is that a gang "tagger" put a special graffiti symbol called a "tag" on their car. These symbols are effectively the logo of the gang and identify the gang. This is usually done with spray paint. I don't know what the symbolism is on a car, but on stationary objects it generally means simply that they are marking their territory. On a car it could mean the same thing, or it could mean something personal about the car's owner, or frankly it could mean nothing, as taggers aren't always very discriminating about where they put their graffiti.
